I am not expert SEO, So need good help from experts, My Site keyword "Rental Property Management" is changing position every day, in last 7 days, its change its position on 7 different pages. Keyword moves from page 9 to page 14 then page 14 to 5 , and 5 to 10 still on page 10,every new day new position. Is this normal or Google making adjustment?

I have noticed stuff going down as well - yesterday wikipedia was number 1 for my keyword 'website promotion' (for uk results) and now they are not even on page 1 - I am hoping that its a Google Dance and eveything will be back to how it was before in a few days
no, normal google - if it was instant (ie loged into my gmail account) all my rankings would be messed up anyway as google thinks that I want to see my site at the top because i go to it the most often
Never log in to google account and search that will not give you exact ranking serps especially when you are using webmaster tools and url Submission done through your current gmail id. And for the serp changes do concentrate on off page optimization and keep an eye on your competitors.

If you remain login with gmail ID while checking your rankings, then this may be the reason. and if not, then you need quality back links to maintain stability and to achieve high SERP
I think it is due to your competitor's efforts, they do more work on that specific keyword (Rental Property Management). it happens generally but you should have to do more link building to your website.
The changes in your SERP rankings are perfectly normal. I think it is for the simple reason that google is improving each day, and so as their algorithms. I agree with David Spurlock, you need to focus on the long term result because sometimes the two basic factors that determine SERP ranks are age and quality of the website.
