DMOZ is a directory that can be very useful (given that you manage to get listed). there are lot of directories use DMOZ directory dump so getting listed on DMOZ means getting listed on lot of other directories as a bonus.

I don't think they have enough editors. Most categories no longer accept submissions even for relevant sites.

The operative word here is "Was'... In other words, to rephrase your quesiton, "what WAS DMOZ?". DMOZ was once an open directory project where non-paid, non-corrupt editors spent their own personal free time helping build up a database of sites organized by category such that that database could be drawn upon for the inclusion into the building blocks of the modern search engine and its database. Sadly, its fallen by the wayside. The directory is out of date, unmoderated, and unedited. Its full of old, dead or abandoned sites, and is devoid of anything useful to either search engines or those that list there. Hope this helps.
