What's considered a "new" website in Google?

I'm a little confused as to what Google considers to be a "new" website. Does Google go by the age of your domain name or the amount of time your website has been indexed in Google?

The domaine name may be existing but not have website on itself. So, IMHO how long the website is in Google's index.

Well what if you owned the domain name for a long time, had a website setup on it, but never submitted it to Google?

Once a new domain name gets indexed within Google search engine it's considered as a NEW Domain ;)
