Forget about PR - and also realize that a pr3 link might be better (for passing pr) than a pr7 link. It all depends on the number of links on the page. Concentrate on relevant links from authority sites (sites that rank well for the keyword(s) you are targeting. The best way to do it to build a quality site that people will want to naturally link to. Buying a couple of high PR links isn't going to look natural, and if they aren't from a relevant site, it isn't going to help you rank better anyway.
#1 goal im trying to accomplish is getting as many pages as i can indexed on google, rankings i dont really need for now... site being a yellow pages type of site with millions of pages and different content means i have no idea what a related site would be for it.
where will u get a pr7 anyway? and as guys already mentioned above, pr does not represent really authority of the site at that moment. so better stick to links from similar or same niche, sites that rank well for the anchor text you want to get link from them.

Is those PR0's are relevant I would chose them instead of the PR7's. If those few PR7 backlinks are relevant also, but only few, it won't help you to much. Try to focus on the content more than the backlinks because the quality of a website consist in content not backlinks. Definitely a backink from a PR7 would be better than 1000s of backlinks with zero or one pagerank. Second thing is that that PR7 backlinks should be relevant to your industry Finally If you get a backlink from PR7website it is not always that all the pages of that website have PR7 so better get backlink from the page where PR7 is there. And at last Look that the page from where you are getting link contains how many outbound links because more the number less the link juice and less the number of outbound link the more link juice will be received to your site.
PR7 DIRECT links are expensive. DIRECT link of the PR7 is at least $500 monthly. You can get thousands of INDIRECT linkings from some websites which have PR 0-9 for free.
Thanks very much for that, really made it clear in my mind what I should be trying to achive and what won't work! Although as the old saying goes, "every little helps" so don't skip over PR0 link opportunities if they're relevant to your site!
Imo thousands of pr0 is better if they are not spammy sites , they will gain pr in the future and help you rank better.
PR7 is better. Deep links to your site will get you indexed faster. If the only purpose is indexing look into google sitemaps.
