...to have a semi-basic e-commerce website built with custom shopping cart? would need typical detail page for each product, and checkout / payment processing system setup. What would be a good range for this service? Thanks!

A custom e-commerce solution with a shopping cart? You don't want to use a pre-made solution like OScommerce? It's going to be expensive, then.

I agree this would be expensive. When I was looking at taking a web design course I was told that a simple site that is database driven could fetch in at minimum 5000GBP (so roughly $10k). I'm guessing that was over priced and a ploy to get me to take the course (which worked) but I don't think its something you'll get for under $4k.

You wont get all of that for under $500, and at that price, there is bound to be something wrong with it. $1k is a reasonable price for something that extensive. You'd be better of using a pre-made (like Possibility and CaffinePhil have stated) CubeCart and OScommerce would be your best bet, or learning PHP and trying to do it yourself (although that would be a hell of a project to undertake right after learning the basics of PHP and is not recommended...)
