PR does not effect on the google search result, the number of backlinks, good content and many more factors can improve your search result, you should link exchange with all pr sites weither it is pr 0 or more then 1 in this case relevency of sites must important, and those sites should have indexed. PR means nothing in terms of search results. I recently created a new site and placed a link to it from my PR6 site. The new site immediately achieved a PR5 with one link and no traffic. And the new site was nowhere to be found in search results for relevant keywords.
I went the wrong way first, thought PR was very important, I have a pr of 5, no where to be found in google for my primary keywords (could mean im in sandbox but still the top ranking site has a pr 3, and lots of backlinks) So, all this month, Im just going to focus on backlinks, they seem to be the most important along with your content of course.
You're right to focus on backlinks, but try to get them from relevant sites. Preferably ones that are already ranking for your search terms, or even better .gov or .edu sites.

It depends how long it takes Google to update toolbar PR before you can see it. Yes, though one link isn't going to help you much in the rankings.
All the tools around on the net that show you your PR, are they going off googles "current" PR, or are they showing the thing that is only updated every 3 months? When i started my site, i had a PR3, with 73 backlinks, now i have 1,286 (i think), and i have a PR2. I keep checking sites, but they all say the same, so im hoping that they all run on the 3 months old stats, and that im not stuck at PR2 forever
Toolbar PR, only Google know 'real' PR. Anything else would be a guess. Don't worry aboput the PR, the increase in backlinks is more important as long as they use good anchor text. Keep doing what you're doing!

It's not overly complicated. The higher the PR of the pages that link to you, the higher your PR will be. If one PR10 page links to you, you'll probably get to a PR8, 3-4PR5 pages linking to you and you'll 'probably' get a PR4. It's not an exact science as it depends on other factors, such as how many outgoing links the linking pages themselves have. Nobody knows when Google will update toolbar PR again, or even if they ever will. People only guess. It's really not worth worrying about though. Youre in danger of falling into a trap of worrying about your PR. It doesn't equal rankings, sales or a successful site.
So, if you get a link from a PR10, then you get a few links from PR4/5 -- Do these bring your new PR8 down? Or to put it my way... Do all the links from the PR0 and PR1/2 got against my links from the PR4/6 pages??? Cheers man,
No, it doesn't work like that, it's cumulative. The only link that would go against you is one from a banned/penalised page.
