    Text Link Brokers, for one, started selling permanent links a couple of months ago. These links are typically on directory or group link pages.

    Your value is very limited with these perm links. You need them for Google to recognize lots of low PR, one-way links to your site. Then you can get natural or purchased high PR links to get your rank up. Goolge doesn't like sites with only high PR links. You need a foundation.
