A valuable link is a link that brings much more value than any other So it might be from high PR website or from very popular and authority website or simply a single link that will increase your positions.

Here's my list to determine the quality of a back link: -is it relevant to my niche? -what type of back link is it? Is it contextual, is it a footer link, signature link, blog comment, etc... All carry diff. weights... -what is the propensity for the back link to be permanent? With that, what is the volatility of the back link? -what is the PR of the page, the back link will be on? -how many out bound links are on the page? -how old is the websites? -is the site being updated regularly with content? -Is it do follow or no follow? -can it/does it allow for specific anchor text? -can a deep link be used or must a domain level link be used?
A valuable link is a link that is placed contextually inside the content on a page that has reputable inbound links pointing to it. In my experience, I can tell that at least the page must have a PR 0 to have some value. But the most inbound links it has the better.
