You should read it a little more carefully. That is the policy when YOU terminate the account, not for when Google closes your accout. Additionally it says 90 days from the END of the calendar month. That would be from the END of June, not from June 17. By this, they have until the END of September, though I'd be surprised if you were paid at all since it sounds like your account was found to be associated with a previously banned account. So, then you've now gone and opened a THIRD account?
