To be honest I don't think you can. To cloak on those networks you need to fly under the radar. If you are going to scale it to the millions, you'll be buying too much traffic, and that's going to raise red flags and you'll end up being caught and banned.
Not sure if that will solve the problem because most networks can figure that out. Your new accounts will just start getting blocked faster. Again, the only affiliates I've seen being able to sustain this sort of scheme for a long period are the ones that stay under the radar. The ones that get greedy and go big don't last long.
I don't think you understood what I just said. I have a legal workaround for spending as much as necessary even on new accounts. It only works in the United States. It's something I personally came up with. Tested.
My point was that whatever you tested and worked at a small scale it won't work at a large scale because you will be flagged.
