From as simlpe as Notepad to as complex as the thousands of features of Dreamweaver. Up to you really and what skills you have (or your budget).
I have dreamweaver but its a pretty complex software, Is there any templates out there that would enable like a blog script or something to make it easier?
Why don't you just download WordPress and pick a template that's close to what you want, then go hack the tempate?
