My neighbor lady across the street was on vacation a couple years ago. One night about 11pm I noticed a van with several men in it parked behind her car, which was parked on the street not in her driveway. I hesitated for a few moments because I thought maybe this was someone she knew, but then I reasoned that it was too late or someone she knew to stop at her house, so I called the police. It turned out it was a multi-million dollar car theft ring and they were stealing license plates to put on the stolen cars. Now, I am a little less hesitant to call the police if I find someone's behavior to be suspicious.
