What/Who is a blocked referrer?

    I had a lot of traffic in the night 80% of which was from "blocked referrers".

    What/who are they? I should imagine the MI5 and the CIA are blocked referrers but I can't imagine it's them. How does a person become a blocked referrer? Is it sinister or is there some straightforward explanation?
