basically any hosts that allow copyright infringements also will allow file / image hosting.
hence all criminal sites from cn / ru etc

File Hosting isn't legal?! since when...?

Many people in my country(ISRAEL) got file/image hosting websites and it's all legal you can buy a huge reseller or a dedicated server from one of our Hosting companies.

no host can check files for legality - most require in their TOS all hosted content being legal and depend on copyright infringement claims being filed before being aware of illegal content. there is NO way technically nor otherwise for a host to verify their hard drives for legality of content saved on their servers!

image hosting (flickr and others ) have to a high degree stolen images - so do many others hosting files.

to say "A file hosting site can easily be monitered for illegal files" definitely is totally exagerated.

even G-owned blog sites, as well as most other blog sites use masses of stolen content until DMCA is file against them on a case by case situation. since most content CREATORs have neither knowledge nor time/resources to search for stolen content hosts and file a DMCA, it is quiet safe to say that in a typical image host most likely the majority of hosted images are illegal/stolen and may never get a DMCA submitted.

I was looking for the same thing a while ago and gave up after thinking of the fact that I may be sued in the future by some copyright owners, so I won't take the risk, however, if you clearly state in your ToS or Disclaimer that you don't take any responsivelibity for the content and include an option to report file, you may avoid the legal problems.

I would recommend you get yourself a dedicated server in Panama, China, Russia or some other similar country.

    What is that?

Simply , if you are hosting legal files (that you owns or having the permission to host them , then you are ok) otherwise look for yourself WareZ-Hosting (Hosting companies that offer warez are 2 types , One allows linking to warez *Not hosting* , other one , allows both of them)

So you should pick the 2nd type and also asking them wont kill you ;)
