Quality backlinks is not new, and the definition of quality is what changes. People used to think private blog network links are high quality, but obviously Google hates those.
I cannot agree with this. Why do you think there is a section in Google Webmaster Tools which shows the anchor text used for links to your site? This is what helps Google establish the relevancy of the link. There are many sites which have domain names that have no obvious relation to what the site is about, and a link which is just the url would tell Google nothing. Google hasn't used the keyword meta tag for more than two years, and decides what your keywords are by analyzing the content, and it also displays these in GWT. It then would expect to see links with anchor text that are related to those words. With respect I think it is you who are making the mistake.
I have to agree with you there. Avoiding keyword anchor texts is the most outrageous advice I've ever heard. The sad fact is spammers manage to rank their websites simply due to the power of anchor texts.
