If I bought a social media services website that sells followers, views, likes, etc. Which advertising network would be best for me so that I could have positive ROI with only $200-$300 budget to start with? Google, Bing/Yahoo, Facebook, or CPA network? Now the same question but if it was a website that sold website traffic? Thanks!

Google is a good idea, but those keywords are highly competitive, so you'll spend a lot, I think. Anyway, if you test different setups, keywords and costs, you could end with a good way to advertising with interesting results.

Don't waste your money buying 'Likes' or 'Views'. Spend it doing PPC advertising instead (e.g. Facebook ads, Google & Bing PPC).
I have found that unless you have a broad product (worldwide) Facebook ads targeted locally work a treat. You can have immediate viewership and Facebook is a food place to advertise. If you only have a small budget, I would recommend going with that. Do not buy traffic or likes, those do nothing.
Google Adwords is the best option in my opinion specially Google Adword banner ads. If you have a small budget You can start with Google adwords coupon to test the result of Google adwords.
