Is that winhttp stuff a scraper?
It would certainly appear to be a scraper. And, from the good people at Sam Spade (rockin' site for looking domains and IPs up): Now here's a shocker. It's a HostDime IP. HostDime, for those who don't know, is a host that's been around for years and is noted for hosting illegal content, hackers, code crackers, slackers, wastin' time with all the chatroom yakkers. For more information, this WHT thread might be useful. TheGAME1264 is me, and the other people are...well, I dunno. So...you're not too likely to ever get anything resolved by talking to the HostDime/DimeHost/whatever their nom du jour is these days. Just block the /24 or the /16 if you can and hopefully that will solve your scraper issue.
