    Use Steam. It accepts PayPal and has a ton of PC games on it.

    Have you checked out the Paypal marketplace? I think if you sign in to the paypal site and navigate to this, you can choose shops based on the type of merchandise you want to buy.

    I know, but most of them are low quality stores. With nothing new and mostly console games.
