    can someone please tell me what kind of website is this, whether its drupal or wordpress or like i dont know..

    Perhaps it's a custom built website. You can try asking some programmers on the free lancers site for the cost of making one.

    Looks like it's simple HTML with perl engine via Post... but maybe I am wrong.

    It is not wordpress, and it is not joomla, i don't think it is a CMS.
    That said, with joomla you can do a better website than that.
