What type of website is best for my idea?

To put it simply, I am going to have a website that has a homepage with an embedded video and descriptions. People will be able to click on tabs at the top and one of the tabs will bring them to a big U.S. map, where they will click on their home state. After they click on their state it will show specific data tables.

Eventually I will want to charge a subscription fee and they will need a username and password to view the data tables.

Would this just be a standard html website? About how much should I be paying someone to design and code it for me?

Looks like you would need html/css for the layout of the pages.
Php/MySQL for the data tables and the user accounts.
and Javascript for the tabular layout, if this is what you mean when you say the tabs at the top.

I would need more details to give you a more specific price, but from what you have so far I would say about $500+ depending on who you get to code this.
