Go through the local chamber of commerce and make some face - to - face contacts.

Setup a booth at a local event, hand out business cards, water bottles and mouse pads with your company name on it.

Sponsor some kind of local not for profit event, such as a beauty pageant, parade, rodeo,,,

Buy some ad space in a local news paper

Why does there have to be a certain "client"?

Talk to everyone. Everyone is a potential client.

Perry Rose is correct, everyone is a potential client. The press is a fantastic way to get noticed and can be quite cheap, best of luck.

One idea i've done in the past is completely outrank certain companies in the search engines for their main keywords, then for a fee tell them you can do the same with their website. Or provide it as proof to business's that don't have an internet brand. This depends on your level of experience though i guess.

I've found that a certain amount of education is needed to fully explain the need for a website to business owners most of my clients have little or no interest in SEO because they are only interested in attracting local customers. The small Mom and Pop operations might not be an udeal target for you.
