Money. The higher the PR and backlinks the more cash.

Usually about $500 for every 1000 incoming links they have and PR 5+

Quality content to link to that is relevant to my site and beneficial to my users.

The majority of requests that I get do not meet such qualifications...

However, even when the requested site is worth linking too, I often won't even check if the request itself seems spammish or desperate. So when making such a request, be a human, be honest, and in many cases offer at least a link to their site as well ~ not doing so in a way says "My site is worth linking from yours, but your site is not worth linking too".

Money or maybe some kind of free service.

A linkbait would gather a lot of backlinks too ;)

Depends on the site. A web directory that charges for inclusion is certainly not going to accept any link request with money.

A good content site might accept relevant content.

A service site might accept a link exchange from a similar but non-competing service if they have traffic,
