When looking to buy links off a site please check the following to make sure you are getting good link juice.

    1) Check to see i the page rank is real, and to confirm the page rank visit http://www.checkpagerank.net. this will also tell you the strength of the domain, at least moderate!
    2) Head over to www.majesticseo.com and put your domain in. We are looking for trust flow and citation flow of more than 12.

Also we are check the links pointing to this url. More than 100 is good but consider this. You might have a domain with 10,000 links pointing at iut, great right? Maybe not. If you look at the referring domains it might display 30, not good. This because a lot of the links have come from only a few domains which is not good.

    3) Last but not least, rock on over to http://moonsy.com and put your domain in. Over 20 is what we want for domain authority, at least.

If you follow these rules you can be sure that you will be getting good link juice from you link on this site, homepage aswell remember!!

    Cheers
    Scotty

Good one, very helpful to newbies.
I'd like to add some few parameters which would be worth checking before purchasing links
    1) checking the keyword details from Google Keyword tool and keywordspy.com
    2) checking page authority and domain authority details from opensiteexplorer
