    You can use VCC instead..Also you can use your parent's credit card...

    If you can't apply for new credit card then go for addon credit card if your parents,brothers or sisters having one. I never recommend you to go with VCC as its risky to use sometimes.

    If you are just starting out on internet and you foresee dealing in small transactions only, then you can go ahead and sign up for paypal...even with out a credit card. Your account will remain unverified and you will have remitting payment restrictions.

    As your transactions grow in size and volume, suitably arrange for a CC by then.

    Where are you from?

    You could also verify using a bank account.

    Signing up doesn't require a credit card.

    If you haven't verify your paypal account then you can send only $100 from your unverified indian paypal account. Hope you aware of that.

    The sending limit has been lifted long back dude. Its now 500$. This was changed a long back(for personal account).

    Just do it brother,hit the sign up button,fill the applications properly and add your bank account detail worry free although you are not verified the hardest question beyond what your question is how to fill your paypal with something there is not '0"

    you can do it without credit card, as i do.
    then use the funds to shop on eBay, with a little
    communication if they don't ship unconfirmed address,
    or simply find another seller :)

    You can use paypal without credit card but added your local bank account also.
    I never use credit card for myself.
