I am holding a contest which will end in 2,5 hours. The entry's where not so good, non of the entry's can be used because the makers did not understand the concept of a repeating background image.

What are the rules of options i have?

I just want to end it, and not pay anyone, because the entry's where really bad quality, but i don't know if that is tolerated?

There isn't really any rule on contest. Just go on, post that none of the entries meet the requirement, thus contest closed with no winner. And as long as you don't use any design, there shouldn't be any problem. :)

You can end the contest without a winner.

If you didn't specify that you will not be giving away the prizes if the entries does not meet your guidelines, then I recommend giving the prize. Or else it will seriously affect your credibility.

If you want your thread closed, use the report icon on the original post and request it.

But on a personal note, as Aragorn said, not giving a prize could hurt your credibility. So you may want to make sure it really was the participants that didn't "get it" and not that you simply didn't express your needs well enough.
