I would say in this situation there is little you can do. I think you did the right thing by threatening with legal action. I don't know where you live, and I don't know the specific rules there, but over here in UK, if you sue someone and win, then you can make another claim against legal costs. So not only will you get your $1k, but you wont have to pay for legal fees.
