Sounds like you need to correct a few things with your website and application, and write some good quality content for your website and then reapply... what do you not understand?
Here is what you need to do 1. Get a domain. Keyword rich in your nciche 2. Set up wordpress and start posting. 3. Don't put any ads. Don't think AdSense as your ATM machine. 4. Put your passion into your ad and post good articles everyday. Show your sincerity. 5. If you are short of ideas, you can refer to article directories, other blogs, etc. Bt don't copy. Steal ideas not contents. 6. Start building inbound links. Use social media, forums, articles, blog comments, guest article, etc. 7. After at least 30 posts and 10 inbound links, apply for AdSense again. 8. If not approved, repeat step 2-7. In my opinion the key is your sincerity in producing good contents. Many people think that they can slap something in a website and use AdSense ad their ATM. You need to take that idea off from your head and work hard on building something. Once your focus moves away from AdSense to producing contents for your visitors, you will definitely get your AdSense application approved.
