what to do for better seo

i have installed a blog in /seo a in /sms directory.
i have installed vb in /forum directory.
if i just add links to these directories in home page will it be fine for better seo??

and then we need to get some traffic through those website
then we need to make some Blogs
Create some Press Releas
Social Bookmarkinglike create H1 H2 H3 tags
enter the meta tags
and make your website Static
