You wont be able to do anything without site content... The only off page seo needed is keyword research...
It doesn't mean that what you have to do first. First and foremost thing is to On page work like appropriate keyword researching & analyzing, meta tag creation, anchor text optimization and so on. Finally, after doing on page you have to start off page work which includes create quality back links.
I agree that the first things to do is to find your keywords and create great content using those keywords in the right places and right frequency. Structure your site to help make navigation as easy as possible. Focus on your on page factors first before you start building links to your site for this way, you will achieve better results.
while everyone does say that content is king and it sorta is. You can have the best content and with no work (backlinks or social branding) your going no where! Thats a fact! Sure google MAYBE (but not a fact) rank you for your content. Even if you do some great backlinking your spot isnt gaurenteed! I would suggest building a social brand and ALWAYS have that traffic when you need it. Start builidng around a major web 2.0 site and keep branching off to others! I coached a client to build a site and get traffic solemly with social media. What i taught him helped him generate over 100,000 visitors his first month AND becasue of his scoial media presence he jist has to update his status and gets floods of traffic!Its worth it!Good luck
Do you want to have a challenge then... I bet you I can smash your traffic and I wont need to do any social submissions or gain back links (deliberately). The best content has correct key words and correct investigation is needed... if you target the right, popular search terms then you don't need any off site SEO.

Social networking just give you visit and some popularity but can't help you more in search engine promotion. I suggest you to start all the work simultaneously.
