What the best way to register in google adsense???

anyone, can help me how to register in adsense.
Yesterday I tried to register, but I can't to submit.

How long it takes for Google to approve Adsense acccount these day?

 

I still have problem with my state, I'm from Indonesia and my state is Bali, But after I submit, there was a message under the state : No such State/Province in this country. Please enter a valid State name (or Province name).
can you help me?

 

I don't see what the problem is. After you select Indonesia as your country, all the provinces are preloaded into a drop down list. Bali is listed there and can be selected by a mouse click.
