what tag holds more weight? bold, underline, italic, or strong? what if you did them all to your keyword? how many times should they be used on the page?

Matt Cutts said in one of his videos that Google doesn't give different weight. Just use them in a way that makes sense to the reader of your content.

i guess <h1> has more weight than <strong> or - i guess not in google, but i do know that in msn page optmization is key, so use <h> tags. when using in contest, will show the search engines that this specific phrase is important

The H1 tag has more weight than the others you mentioned, doesnt matter if how many times youved used it in your website.. as long as it it SE' friendly, the description is specified and included in the META tags..

The effect of <strong> and <b> are the same, but I think that someone mentioned that <strong> tag is better than <b> both for seo purposes and otherwise as well. Can't say for sure though...
    Bye :)

    Same effect :)

Titles and headers are the two most important tags for on-page optimization.

I agree. Keyword on Titles are 100% guarantee that your site will rank on keyword that you use in your title
