    I think videoscribe is a good one as well. It's on $29 monthly payment with one week trail period. You can try it out within first week with some limitations and if you like it then you can continue with it.

    Or, videohive is the best place to get Adobe After Effects templates. Its really cool & faster way to make videos.
    Only drawback is, you should have Adobe After Effects software to edit the template. May be you can get trial version and do it within a month.
    Or hire a freelancer/videomaker in videohive itself.

    Its hard to say exactly what software is used to make such explainer videos. Such videos can be created by using Adobe Photoshop and Illustrator for creating graphics and you can animate these graphics by using Adobe After Effect. One more thing, apart from the knowledge of these program, you should have an great idea and a well prepare story board.
