    User friendly, active community, regular update and lots of theme and plugin.

    Most of the people would say wordpress, it is also the most popular CMS. But in my opinion and sustained by the pure facts i would say that the old HTML website are the most friendly websites in the eyes of google. This is because wordpress spammes the search engine with useless info like tags, archives and so on, of course it can be blocked by robots.txt but still HTML will remain the best and the fast.

    I'd go with Wordpress or Joomla. Of the 2, Wordpress is probably more search engine-friendly 'out of the box'.

    If it's a blog, you may use Wordpress. Blogger may be a good option, if you don't want to host your blog yourself.

    If it's a forum, I heard XenForo is pretty search engine friendly compared to other products available, free or paid.

    I think this is a matter of preference. for me it is not so much as what software was used to create the site. It is the content of the site that matters. I prefer to use Wordpress when creating sites as it is so much more easier. You can easily add or delete content. There are also a number of SEO plugins you can use.

    Notepad ++ this is all you need if you talking about software and creating good unique site, if you need blog than WP may work for the beginning, but for many years in this field I saw only few good sites on WP.
    First of all it does't call software, it is called CMS (Content management system) which let you manage you content and users easier. If you go for the long run I suggest Drupal because it is multifunctional and you can build simply anything on it: Blog, Shop or whatever you like. Also there is pretty new framework called Yii, it is best system at this time, but there is no CMS yet build on it, I know there is one suppose to come up soon called SymbolStone. Good luck.

    Wordpress is a good SEO friendly CMS.

    But if you want 100% control then build it out of HTML where you have full control in source code.

    Dreamweaver is a good for this.
