PDF files have a meta header that tells you exactly what created it. In the case of that file, it was: Adobe InDesign CS4 (6.0.6)

No clue... you really just need to stop thinking "PDF editor" probably. InDesign isn't a "PDF editor" specifically. It's a layout application for making things like brochures. Any program can output it's results to PDF just like any program can print to a printer.
