Photoshop! But it would be better to use Illustrator for vector logos..

I use Adobe Illustrator. For one it is a vector based program thus giving the user more scalability and flexibility for the logo he/she is designing. Two its the industry standard to make it in vector format. Say a client wants to upscale there logo for a car wrap or a billboard, you can easily make it large without messing up the details. Most new designers tend to think using a raster program like Photoshop or Paint is good to make one in, but sadly are mistaken.

    I certainly use Photoshop
But the creation of the logo can always use these programs.
Do not forget, all of which are part of a small and basic Photoshop

For high quality Graphics with professional Look you must go for Adobe illustrator or Corel Draw, as these software are having a lot of effects already built in their libraries and you will not have to spent much time to create any logo or other print materials.
I hope my suggestion would be helpful to you.

Typically, I use photoshop to thumbnail and draft the design, then into Illustrator for the final vectors. Once the vectors are done, you can take them back into photoshop for any post processing for various sizes/uses.

I'm always told that you should do all of your sketching/drafts on paper, but as i'm more of a digital art guy, I jump right into photoshop + wacom tablet.

You CAN use Photoshop, but keep in mind that a logo should almost always be vector based. So I would suggest learning a thing or two about Illustrator. Another option would be CorelDraw but the thing with it is that it can be very confusing for a beginner.

Just use inkscape. you need not to use gimp since inkscape if a vector software. and its easy to use and if you are horrible in designing, just do what the tutorials in youtube, folow along it and you can make great logos. xheathenx screencast has best inkscape tutorials, find it on youtube

The best software is always the adobe illustrator. Here are few things you should know that why I am recommended it

1- You can make HIGH quality Vector file (EPS) Extension which later you can use on almost any type of software for further modification and work.
2- You can save the PSD version of file and since lots of people demands that Photoshop file so its easy to export in adobe illustrator.
3- Specially designed for making vector graphics.

Sorry but I don't call Photoshop or even the corel draw as a logo making software and they are not obviously. and rest of the software are not even closer to above mentioned.

I'd recommend Adobe Illustrator mainly due to its versatility being able to create vector images.
