    Such a general question.

Have you got impressions? Is that 4 cents or 40 cents you're bidding? I'm guessing four cents so that's pretty low for any niche. Is Adwords saying that your bid must be higher to be on the first page?

Adwords is an auction and prices are affected by what others are bidding (supply and demand). Insurance keywords are more expensive than maple syrup keywords.

see what page your ad is showing. Then afterwards keep raising bids until you see on first page!

You must establish are you getting IMPRESSIONS for your bid amount!

You will need these to get any clicks.

It all depends on your niche and how many other people are competing for that same spot.. Adwords has a tool to suggest what they think your bid should be.
