Report the user to the mods. If you paid for the service, go through paypal and try to get your money back. If you were selling the service, I guess you can just live and learn.
I don't think you need to bother the mods, they had already said transactions are between private parties which they are not going to be involved. You can leave the scammer a -ve Itrader, thats about it here.
Better open a thread by giving details about the scammer so that other dp members will be forewarned. As suggested by the wisdomtool, you can always leave a negative itrader mark, when not satisfied with the service.
