You need a business plan, You need to know exactly what you want your site to do - from an admin perspective and from the users perspective You need to know what will be developed in each phase (it's best not to do it all at once) Then you need to decide the programming platform, framework etc. Are there existing open source systems that can be adapted or do you need to start from scratch? Have you got the necessary skills and time? Can you fund programmers to work for you? What are the timeframes? What is the risk that someone might beat you to market (you already identify 2 competitors) It would help if you've project managed an IT project in the past because then you will have a good understanding of what you are taking on. I would search hotscripts and sourceforge for a script to start with, if you wnt a custom script making then try some of the freelance sites. It looks like the 2 sites you mention use / provide content via widgets and feeds so maybe you can get feeds from these sites to add to your own.
