I had listed my site with q8igg.com, and suddenly i found he made a same site with copying my whole data, even he didn't leave the title, description, & keywords.

I changed mine after i found out,

    Copy proof

Did they copy the content displayed on the site, or just the description & keywords? If it was only the description and keywords, and you have since changed it, I would just let it go.

If they copied the content displayed on the site, you could file a DMCA with their hosting company and/or google. You can google "DMCA complaint" to find instructions on how to do this.

send a C&D letter under the DCMA if they're based in the US?

i'd speak to a solicitor though. if you can prove your earnings have suffered due to this etc, then you may be able to take some serious action to make those lost earnings back!
