I think nothing is different there. Use all the linking techniques to get high pr and drive traffic to your forum. Linking on social networking sites and directories will help you much to drive traffic.

I believe forum optimization is very different from a static website optimization.

Apart from basic on page optimization, you should me more concerned with its promotion.

A few tips of promoting of your forum,
    - Segregate your categories and make navigation easy
    - Moderate your forum to control spammers
    - Make your forum interactive and informative
    - Encourage people to subscribe new threads and participate in conversation
    - Reward people for their valuable contribution
    - Organize contest and reward the winners
    - Promote your forum on other forums
    - Allow people to post their signature for backlinking

Promotion of the forum is must. Also make sure that it is well optimized through off-page work.
Even social networking sites are of great help. Don't avoid them at all.
