I'm a big believer in the article distribution method for link building (which leads to higher PR and SERPS.) It's not the only thing I do (I also sprinkle in some other techniques) but it's definitely the big gun in my arsenal and I've had good results.

You are doing the right thing so just give it some time and your site's PR will go up.
Check if the traffic has increased and try to get one way links from sites having high PR.
