    I want to know, what should be an average cost of a web2.0 website template. This web template can be of any type. Designed in Photoshop and if it will be provided with psd.

    If it has good quality, good looking design it would be around 100-250$

    Nope, for good WEB design in Photoshop ,companies are ready to pay ~200$. Another 200$ is for HTML/CSS and apply for CMS like Wordpress , joomla ETC.... But it is strongly depends on what is design.
