Yeah, but that aspect is changing really fast these days. Traffic affects not just ranking but also indexing, and of course indexing affects ranking. SEO is starting to extend to social media - and not just +1, twitter, and facebook - far more than anyone imagined. Those who keep focusing on just traditional links WILL get left behind, no doubt about it. And the rules keep changing, FB keeps changing. It may sound like a trite overused soundbite, but the only certainty is uncertainty.

What the question should be is "what gives the SEO "Expert" to self proclaim him/her self an "expert" " . Ask the SEO for his portfolio of ranked sites and keywords of which he's ranked , ask them whether they would mind you contacting some of the current or past clients for a reference. Any self respecting SEO that can be trusted wouldnt have a problem with that and should have some impressive results to show you. Take your time and do your homework before hiring anyone , Just because someone tells you that a keyword is competitive that they have achieved it doesnt mean that it is.

Social media and SEO are two different things, Both are forms of internet marketing . Some companies offer both services, some specialise in certain aspects of Internet Marketing or Search Engine marketing like SEO , social media or Paid Search .

What you need to do is decide on what parts of your business you want to push , if you want quick results then paid search and social media is what you are looking for , SEO on the other hand is more of a long term plan to secure your sites future. A mixture of all of these is what most people want but dont want to pay for because it can become expensive .

A man when he is called an expert on any thing then he knows about that perfectly....
An seo expert also knows everything about seo related tasks for optimizing a website.

Here? SEO experts? They've actually left this place a long time ago. The majority of what we have here our 'so-called' SEO experts and SEO noobs.

Yeah.. and it's like these noobs aren't that blessed with brains because they can't even search their stupid questions in Google. What is Link Bait? What is PageRank? These type of questions from these pathetic noobs drove out all the SEO experts in here a long time ago.

So true. Even when I was a n00b, about 7 years ago, I even knew to do a search for what I wanted to know. Why wait on answers when there already out there - all over the place.

yes that would be get out of bed first thing in the morning and get into bed last thing at night, that would not qualify him/her as a SEO expert, or am I missing some hidden intelligent nuance here?

The reason for which I have posted this thread was that now a days in the market every third person is claiming himself as an SEO Expert, so if you want to hire a legitimate SEO expert what skills he should have, now I am thinking from different perspective now every day brings a new change in the field of SEO, forum are full of threads like "I was on the first page but now I am nowhere in the first 10 pages" now you do not have enough room I think it is the result of doing poor spammy seo.
Now I want to ask what will be the approach of some real seo expert in such circumstances.

HTML-As an SEO, knowing HTML is a must.
How search engines work-You need to know how search engines rank pages.
CSS-You don’t need to be a CSS-expert but you need to know all the basics fluently.
Web Design / Web Development- At least a basic knowledge is needed and you can outsource the design tasks and use CMS‘es for your or your clients sites.
Keyword Research-You need to know how to find the best keywords by looking at popularity, competitiveness and relevance. This includes working with KEI.
