When we say a person is an SEO Expert that do that means he is only expert in onsite seo or it includes offsite SEO as well. Similarly how will you consider an SEO expert who is also good with social media marketing and building relationships.

Well the first is the full forum of SEO ... lol !!! The SEO expert should know how to do deal with the google updates which are frequently happening now-a-days. He should have a complete knowledge of what new happening in the online world. Not thoroughly but he should be able to atleast monitor the offsite SEO and guide in a proper direction. Building relationships is the important factor of any SEO expert, so that he can easily promote his new assignment to the networking friends he/she might have already established. He should never stop innovating new ideas and implementing them day-by-day.

SEO expert should know HTML, CSS, Web development, How Search Engine Works?, Keyword Details, understanding on-page as well as off-page factor, basic knowledge on social networking, link building method etc.
I recommend downloading the trial version of "Traffic Travis". With it, they give you a 5 part mini course on SEO which has some very valuable information. Highly recommended and no I'm not affiliated with them in any way.
I think a good SEO expert will be concerned about conversion and increasing ROI by getting rankings for keywords that convert.
You don't necessarily have to be a site designer to be an SEO (as mentioned above) just how to do on site SEO too. OP, and expert SEO should know how to do onsite SEO which includes keyword research and how to properly place the keywords into your site. ie. H tags and what keyword density to use in the pages text. They should also know how to use those keywords in your sites meta tags. ie. page titles, meta tags and URL structure. One should know all the of the most current methods for obtaining back links as well. What back linking methods still work in the current day and what doesn't - according to what Google likes. They usually have a list of partners that they buy,sale and trade links that they have good working relationships with with as well. Social networking builds limited amounts of low value links. It really IMO is only good for bringing traffic.
The customer could care less about technique. The customer wants results, and if a so called SEO Expert can get there...then I guess they are worthy of the term expert.
Absolutely. SEO is new but complex, and it's not a science (yet) because only Google knows what makes sites rank. All we can do is guess.
