What really counts as a backlink for Google?

If Google found a backlink, it will show up in Google Webmaster Central (GWC) whether it is nofollow or follow. Now if a page is indexed and cached by Google and it contains a link to your site, it *should* show in GWC, shouldn't it? I've done an experiment where i've created 2 articles which have been indexed by Google and have blogged about these 2 articles with a backlink to each article. Well to my surprise, GWC was updated with only 1 backlink to 1 article, arbitrarily.

What factors would go into deciding how backlinks are interpreted by Google? PR? Cached? Freshness?

    Can anybody shed some light?
