there are a lot of ways for promoting a new website such as : forums , submit on directories , etc

the best way of promotion is ppc like adwords , yahoo , ad center . You can get huge traffic from this way

Paid or free?
I would suggest you use social networking to get traffic coz its free and effective.

 

Social Network for free but it's a bit fake. Adwords is better...

If you have decent content and your social networking efforts are more than worthless spam, it's actually not fake. You have to target your Twitter & Facebook followers (don't just follow anybody), you need to have content that is interesting and makes your site worth visiting, and you have to engage them on the social network you use.

If it's a site with crappy content that offers no value to the reader, social networking probably won't help at all.

If you need a huge amount of traffic you will really have to work very hard on your website and social bookmarking. Social bookmarking if done properly earns you a really huge traffic even for a non established website.

 

Promoting a site covers a number of possible arrangement. You need to use many different marketing technique. Below are some of the ways to promote your site.

The best way that I have found to get a lot of traffic fast is to get a marketer or business owner in a non-competing business that has a huge email and/or mailing list and get them to endorse your site to their list. If the owner has a great relationship with their list, there is no faster way to get traffic.

I was just going to say how social media is becoming really popular and a useful tool for both consumers and businesses in terms of advertising. You'll probably aware of all the social media out there such as YouTube... Facebook etc.. just try and think of them more in a Business Context.
