What programs was used for this design?

I'm curios what programs have been used to make from this image: http://www.findmysoft.com/i/module.png a template like http://www.findmysoft.com/ (which btw looks pretty cool in my opinion

 

Unless someone has used this software before and recognises the template then there isnt really anyway of telling how it was made.

 

you can make it using photoshop or firework

I can give you an opinion, the most relable one, as I am the owner of findmysoft.com
The image was easily made in Photoshop and the rest of the CSS has been hand coded(with a little help from StyleMaster).
Instead of using multiple images for the center background elements I have used just one and positioned the image on the div backgroung with background positioning:

}
