This site original content is in Chinese, it has 242 google links. All from other chinese sites. i would love to make it into English site. Will this affect the PR? Please suggest to me some good websites ideas.
I think it wouldn't affect at all. I suggest you to put up a button to select what language they are looking. So that your readers will be obliged to read it.

Depends for your domain. If the domain called - youthforum.com(example) then u should start a forum related to youth. If it's just a random characters domain, then start a forums with a topic that u r interested or familiar. The most profitable maybe is adult forum, finance, or weight loss, but u face a huge competitions too.
it is a random 4 letter domain. Cxxx.com if i start a forum with topic i m interested, i would need a lot of human resources.. any idea that i do not need to operate a website with a lot of workers?
The problem with changing in completely is that the links coming into the domain may no longer be relevant which could drop you clear down to a PR4. I don't think a human resources board would hurt it much though. That would be your best bet.
if it's a short domain, it could be anything, suggestions: - game news site - tech site - pc site - reviews site - news site in general on topics you like, or random topics and so on. Generally you'd want to create and informative website with good content if you have that kind of PR.
