    PR is depend on quality backlinks to your site , is your site has a PR or its zero , but its unpredictable how much PR you got .

    Agree, its unpredictable, I have 1 three months old domain, reach PR 3 (form PR 0, in 3 months) with only 3 PR3 backlinks and a very low traffic.

    and another 1 year old domain with more than 20 backlinks (some are PR6 & 7) and quite high traffic and still PR1.

    Every time this question comes up, I think about my free hosted wordpress blog, that I started 2 months before the last update.
    All I did was free directory submissions, around 4 website links, 2 articles, 1 press release, forum signatures, and tried to make good content, (and a lot of it).
    Just as I was switching it over to a self hosted domain the updates came out, and that free hosted blog was a PR 4.

    The only thing that I did religiously was content.
    So for every "rule" about "Thousands of PR backlinks", Paid directory submissions, tens of articles submissions, and the other 50 things that everyone says that you HAVE to do, there are a lot of exceptions that didn't do that and still get rank.
    The only common denominator that I can see in the exceptions, is good content.

    besides PR does not equal traffic, and traffic rules the internet, not PR.
    However, PR is an industry all it's own now, and it has surpassed the basic principles of development and marketing.

    There is more talk and money spent on PR tools, tricks, and products, than on Development, Content, Design, Copywriting, A Good marketable domain, professional photography, and all the things that make a good website.

    Everyone is more concerned with the results, and no one seems to be as interested in creating a good product.

    It's a loose, loose situation.

    An expensive carriage, pulled by a sick horse, still won't get you around the park, but it will sure look good just sitting there.
    That's my opinion on the industry that is based on PR.

    It's all style over substance, and consequently the web is full of junk, and crap sites, that are on the first page,a nd have 1000's of backl inks, but are constantly scrambling for new readers, instead of retaining existing ones.

    Today's new wave of "Webmasters" will only spend $10 on a domain, but $500 on SEO, just to sell adsense.
    It's Day Trading all over again.

    hopefully PR3 but normally it will not calculate the way we think though. you might need more PR3+ to get higher than PR3 ^^

    Can't use iwebtool as it requires more than 100 backlinks.

    Sometimes Google change the algo so better to do more optimazations and update to your page.

    PR doesn't depend on the quantity of links but on the quality of links that your site has.

    If the page links to you, then it has outgoing links.

    On the pages linking to you, how many non-nofollowed links are you sharing with each, both navigational and external? Mostly, on the one PR6 link, how many other links are on the same page that is linking to you? Of the PR3 links, how many have less than 60 links per page?

    Most probably PR4 if all links have less than 50 outbound links (specially PR6 backlink).

    A total of 10 outgoing on PR6 & 10 on one PR3, rest 97 PR3 are exclusive to me.

    like many people said we could estimate but there are so many factors in pr that its hard to predict.

    best thing i can recommend to do is to read this article to understand how pr work a bit better

    if all 98 link indexed by google, you must have atleast pr3 or pr4 if you lucky..! :)

    I also should have asked whether or not those are all from different domains or not.

    The links aren't unique to you if they link to other pages on the same site, by the way, even if yours is the only external link on the page.

    If all of the PR3's that you mentioned are from different sites, and they each have a reasonable number of links on them, then just from those alone you should be able to expect a PR4. If the PR6 is a decent link, then from that alone you might even get a PR5. This is a good chart (remember, links on a page count navigational or internal links as well, not just links to other websites):
