What PPC programs allow Bulk Submissions?

    What PPC programs allow you to submit all your ads in one file, CSV, text, or Excel?

    I want to give every single keyword it's own URL/title/descrition that's optimized for that keyword, and it would be a massive pain to make an ad for every single keyword unless it could be submited just by uploading a file.

    It works in adwords if you create new ad in same campaign -> topic, i think.

    I know about Adwords and yahoo do allow bulk up load... not sure abt others
